A+E Can Assist With Funding

For municipal water, wastewater and stormwater projects, often the greatest challenge a community faces is funding. One of the benefits A+E provides to our clients is the strong working relationships we have developed with the State funding agencies such as the Drinking Water and Clean Water State Revolving Funds and the Vermont Community Development Program (VCPD) and local staff for the Federal USDA Rural Development (USDA RD) program. We are able to assist communities in finding optimal funding packages. One of our recent projects has received a grant for 84% of the total project cost and another received a grant of nearly $3 million for an individual project. Some project funding summaries from recent projects are provided below:
Lunenburg Fire District No. 2 Pump Station and Forcemain Replacement
Total Project Cost (TPC): $562,000
Funding: USDA RD Grant for 75% ($420,000) of TPC and USDA RD Loan for 25% of TPC.
Features that impact funding: The project is located in the Rural Economic Area Partnership (REAP) Zone which includes the Northeast Kingdom.
Williamstown Wastewater Treatment Facility Refurbishment
Total Project Cost (TPC): $2,161,000
Funding: USDA RD Grant for 59% ($1,227,000) of TPC and USDA RD Loan for 41% of TPC.
Features that impact funding: The project addresses water quality issue for a receiving stream which is listed on the Vermont 2014 303(d) Part B List for impairment to aquatic life support due to nutrients from the treated effluent discharge from the Williamstown WWTF.
Bellows Falls Wastewater Treatment Facility Refurbishment
Total Project Cost (TPC): $7,250,000
Funding: USDA RD Grant for 41% ($2,991,000) of TPC and USDA RD Loan for 59% of TPC.
Wilmington Wastewater Treatment Facility Refurbishment
Total Project Cost (TPC): $2,130,000
Funding: USDA RD Grant for 25% ($533,000) of TPC and USDA RD Loan for 75% of TPC.
West Windsor Brownsville Sewer Project
Total Project Cost (TPC): $2,478,870
Funding: VCDP DR-2 State Pollution Abatement Grant for 36% ($891,547) of TPC and CWSRF Loan for 61% of TPC.
Features that impact funding: Project addresses elimination of a septic system documented as a point of pollution to Mill Brook.
Springfield Meadow Drive Stormwater
Total Project Cost (TPC): $462,702
Funding: VCDP Community Development Block Grant (Disaster Recovery Implementation Grant) for 84% of the TPC ($388,000) and local share for 16% of TPC
Features that impact funding: Project addresses stormwater management in an area that experienced significant erosion during Tropical Storm Irene and subsequent storm event.
