Wayne Presents at NEWEA Conference

Wayne Elliott, P.E. presented at the NEWEA Small Community Nutrient Removal Compliance Strategies for Small Communities Specialty Conference on November 18th with a presentation titled “Unfunded Mandates – What’s This Going to Cost?” Ahead of the EPA reissuing the Lake Champlain TMDL for phosphorus, communities looked to identify the requirements and costs associated with the upgrades for several impacted municipalities so that they would be fully understood, allowing for political discussion at the local and legislative levels, and for short and long term financial planning. It had been anticipated that the imposed limits would range from 0.2 to 0.1 mg/L. Aldrich + Elliott teamed with Stantec to review operating data and facility-specific processes for Montpelier, Rutland, Winooski and South Burlington, outlining treatment requirements and costs for each of the pending limits.
